Synopsis of History: It is the wish of all patriotic Ocians to find some way to rightfully avenge those lost in the Ashkenatzi war that ravaged so many lives. Their policy to deport ethnic Ocians has met with some sluggish response by the Ocian government, but recently, with the return of Generalissimo Radchenko, the entire cause to bring justice to the unimaginable horrors experienced by Ocians everywhere can sum up the justification the Ocian government and the collective council of community representatives have to seek revenge. The operation went as anticipated; Ocian state police rounded up all ethnic ashkenatzi and brought them to the naval docks for transportation to a more suitable location for the animals who raped and pillaged their way through our motherland. They were placed aboard a ship to deliver them to an uninhabited island approximately 3 kilometers off the mainland, where they were marooned as a result of their atrocities.
Those who resisted arrest and deportation have met with this reaction:
The Synagogues, which acted as a monument to the imperialistic evil of the Ashkenatzis, were destroyed with demolition charges and in their place were monuments erected to show remembrance to their mission of annihilation.

Access to aid and assist refugees
It is the intention of HM Government to deploy naval vessels from Victoria to aid and assist civilians outcast by your government in retallitation to their military counterparts acts against you.
We ask that the Ocian Federation seperate the distinction between a countries Military and their Civillians. Your actions are causing untold suffering to many civilians who had no act in any previous wars.
We ask that you allow our Navy to sail to the island where you have marooned so many innocent civilians and allow us to take them away.
HM Government believe that your actions far out weigh any crimes you may percieve these innocent civillians to have committed. We request that you reply to this communucation as soon as possible.

Furthermore, we are defending our nations right to defend itself from domesticated enemies, and will continue to do so as terrorist cell rings spring up.

I wish to convey HM Governments relief that no harm will come to any victorian personnel during a naval rescue of your outcast civillians.
I have been ordered to inform you that should you feel the need to abandon an entire ethnic group in the future that you ask the Kingdom of Victoria for assistance so that the brutality and hardship faced by the current displaced citizens does not happen again.
Although we are pleased that we have reached a non-violent outcome to this abhorent and excessive act, any further acts of this kind without seeking a humanitarian option would be looked upon by the Kingdom of Victoria as the actions of an enemy not an ally.
HM Government in Victoria is now preparing HMVS Hovag with food, medicine and staff from the Royal Medical Corps along with HMVS Chippeway as a protection vessel to the island to assist and aid the displaced citizens of Ocia.

They are NOT Ocian citizens. They are deportees who never belonged there in the first place. They were never nationalized and were working for Hammish and Ashkenatzi terrorist cells.

I will have you know that these cells will now be operating in your country, and since they are forbidden from reentering Ocian territory, they may decide to set up in your fair nation.

There's no need to expend any more Ocian resources than you already have in liberating your state of these individuals. A small Uantirian support fleet will be escorting the Victorian ships to Ashkeneza.
The rear fleet will be stationed at Blore Heath as an observation force to make sure none of the individuals being transported return up the river to Ocia. Traffic through that point will be highly monitored to maintain the peace.

On behalf of HM Government we thank you for your sudden change of heart in your desire to help your displaced citizens.
HM Government does not believe that Ocian presence is needed nor would it help put distressed victims at ease. At this current moment in time Uantirian coast and vessles are on high alert at Blore Heath to make sure no one returns to Ocia.
A small contingent of support vessels from Uantir will be accomapnying our ships and your displaced citizens to Ashkenatza.
Once again HM Government would like to thank you for your new approach to this situation and respectfully decline to use your services.

Ocia is responsible for Ocia's problems, and we won't require your ships to be left behind. It is suspicious that you want to leave ships behind so close to our territory, however this is viewed by the Ocian High Command to be a hostile act and will be met with the appropriate response. I've spoken to president Kovac, and none of your assistance is necessary. There is nothing else up for discussion.

You are responsible for your problems, and you have solved them by removing those who you feel to be a threat to a neutral territory. Now that these individuals are in public domain it is no longer Ocian's problem where they go and how they get there as long as they don't return to Ocia.
For the mental health of those displaced we believe that the presence of Ocian personnel is counter-productive. Considering Ocia's history with Ashkeneza it's completely unreasonable to have Ocian vessels around when we arrive at Ashkeneza.
If the rearguard is the perceived hostile act, remember these patrols are in your interest to make sure Ashkenazim do not return to Ocia. If you would prefer we leave traffic uninspected it saves Uantirian forces time and energy. But Blore Heath is Uantirian territory and the most convenient location to maintain the fleet for active deployment to the sea, so the ships will remain there as they always have been.
Having Dispatched HMVS Hovag, HMVS Chippeway and supported by a flotilla from Uantir We have recieved the following confirmation from Commander Carl Rasmussen.
There has been no physical signs that anyone has been on the island in recent years. It has been an ellaborate hoax and an abhorently sick joke on the part of The Ocian Federation.
This crisis that never was has however brought into light the support and friendship that lies amoungst other nations to protect civil liberties and human rights. HM Government in Riego are proud that they responded to news of such atrocities and have no regrets in our recent operations along with the Kingdom of Uantir.
HM Government seek the approval of the Kingdom of Uantir to keep HMVS Chippeway and HMVS Hovag in her waters for the forseeable future and be allowed to access her ports. These Victorian vessels shall support any future operation in confirming further propoganda.
HM Government condems the actions and the mindset of the Ocian Federation throughout this crisis that never was.

The Sun glistened off the buildings in Victoria Square as the Prime Minister sat in his office. This was the first major challenge that he had been faced with since taking office. Picking up a file from his desk he sighed looking at the information sent to him by the Foreign Affairs Secretary. This was defiantly a crisis that could not be ignored. As he looked out at the wet grounds in the middle of Victoria Square the phone rang. He quickly shot back to the desk at the end of the dark room and answered it. On the other line was the Secretary of State for Foreign Affairs who quickly made clear the seriousness of the events in Ocia at this time. The Prime Minister sat at the desk startled at the information he was being given. It seemed that the Ocian president had ordered for the immediate deportation of Ashkenatzis to an island three kilometres away from the mainland with reasons relating to a previous war. The phone call quickly came to an end and the Prime Minister sat looking shocked and thoughtful out at Victoria Square once again.
Shortly after, the Foreign Affairs Secretary released an official statement asking for permission to deploy vessels to aid those involved in the crisis. The Prime Minister, still sat in his Riego office watched the media unfold the crisis and the Governments response. A newsreader stated that it was said by HM Government that they aimed to aid and support individuals caught up in the recent events.
Meanwhile the admiral to the Department for Defence sent out the dispatch papers to HMVS Chippeway which were quickly received by Commander Carl Rasmussen. As Commander Rasmussen sat in his Stonebridge office on a cold wet afternoon in early December he noticed the fax machine starting to wake up. Quickly putting down his mug he strolled over to the fax machine picking up the pieces of paper. As he began to read a wicked grin emerged upon his face which soon saw him chuckle heartedly at what was written down. “Ah general kolya, will you leave your tea set long enough to give us a decent battle this time or will the dolls be too much to stay away from” the grin sided slightly as he began to eat the fax paper.
A few days later Carl Rasmussen walked along the docks in Riego and looked up at his vessel “ah old girl we meet again, the good times will surely come this time around” another evil grin appeared on his face as he walked up onto the vessel. Back in Victoria Square the Prime Minister was now getting anxious, he had now received word that the Ocian Government were planning to take this aid mission as a hostile act. He quickly picked up the papers off his desk and examined them once again to see where this could have gone wrong. He noticed nothing hostile coming from documents produced by Victoria or Uantir yet Ocia were continuing to treat this as a act of war. He sighed once again, looking at the last document sent to Victoria by General Kolya. He shook his head before resting on the desk.
In Stonebridge, Rasmussen was awaiting orders to set sail. This made him very anxious and it was showing as he snapped at anyone who tried to speak to him. His hands were shaking in anger as the coffee in his mug began to spill over the sides. “God when are these political donkeys going to let us go?” he laughed gently at this comment before sitting down at his ship desk. “Commander, we have just had word from Riego that we can set sail” Rasmussen looked up, at his door was a greasy looking boy who looked no older than 17. Very quickly Rasmussen’s attitude changed as he jumped up from his chair before pushing past the boy at the door. “right we need to get going within the next half hour, you!” he shouted at another sailor “Get onto the engine room and tell them to fire them up I want to leave ASAP” before quickly marching to the bridge. At the bridge Rasmussen walked over to the weather analyst to check the conditions ahead. “Brilliant” he shouted as it appeared that the seas were clear. “Commander the engines are running and we have had confirmation from the transport ship that they are ready as well” said a female officer who Rasmussen felt quite close to. “Ah Samantha, thank you!” he grinned. “Right everyone lets go!”

It was early morning on December 13th 2009. HMVS Chippeway was 5km away from Moi Saigon in North East Micras. Commander Carl Rasmussen stood looking out of the bridge window at the sun rising over the Interlandish coastline. He looked back at his deputy commander and requested reports from the mainland that might suggest further hostile activity between Ocia and the Victorian Humanitarian mission. “No sir, there is no further contact between HM Government and the Ocian Government” a slight grin appeared on Rasmussen’s face “excellent news” he smirked. This was certainly a beautiful morning and the seas were calm. Rasmussen walked over to the chief communications officer on board HMVS Chippeway. “Mr Aberg, please get in contact with the transport vessel to ensure they are ready for docking” He stood with his arms held behind his back and was standing very straight looking happy that everything was going so well. “Yes Sir” Mr Aberg replied as he began tapping information into the computer. “Transport vessel 1, Transport vessel 1 please respond, this is the Chief Communications officer reporting for Commander Rasmussen” the line went quiet as they awaited a response. Rasmussen glanced out of the window, he now noticed that they were now passing Interland and heading on the straight to Moi Saigon.
Shortly after a response came in from the Transport vessel “good morning my good friends, we are pleased to announce that everything is fine here and we are prepared for docking what is your time of arrival?” Rasmussen grinned looking at the computer in front of him before listening to the response of Mr Aberg. “Sir, we currently have an arrival time of 30 minutes from now, that is ETA 6:24am” The response was good to hear for Rasmussen who thanked Mr Aberg before departing for his office and his seventh cup of coffee since 4am. As he slouched down into his chair he noticed an email from the Prime Minister requesting information on the current events. Rasmussen decided to call the Prime Minister ahead of arrival as he picked up the telephone. “Mr Prime Minister, it is Commander Rasmussen here, I am pleased to announce that all is well and we are due to arrive in about 30 minutes” At this point Rasmussen stood up and looked out of his office window at the calm seas that surrounded them. “That is good news” replied the Prime Minister, “I would like to remind you that the Ocian Government are on high alert and are treating this as a hostile situation, be very wary of Ocian defence vessels”. Rasmussen grinned once again “Do not worry sir, I am on high alert as well” he put the phone down and took a sip out of his coffee mug.
It was 6:20am, the sun was now nearing the tops of the Hazel Rah mountains were the Kingdom of Oscland once stood. A message came across the intercom “Four minutes to arrival Commander, we have the island in sight”. Rasmussen stood up and walked slowly back to the bridge, this time with his long range binoculars which he was planning to use to seek out Ocian defence vessels. HMVS Chippeway came to a halt just short of the coastline near Moi Saigon, there was nothing here to be seen- no people- no vessels- nothing. Rasmussen stepped out onto the bow along with the Deputy Commander and Chief Communications officer. A grin appeared on his face he took out the extra long binoculars to seek out ocian defence vessels. Alas they were no where to be seen. Rasmussen was overheard joking with other officers that Kovac and his mighty generals of the motherland must be cowering like little girls in frocks at a dainty little tea party in directus.

From the Desk of the Ocian Chairman of the National Defense Commission
Firstly, you can't claim we didn't send ships when we CLEARLY stated the ONS Summit would be overlooking the entire operation to ensure that you didn't violate the terms of extraction of the prisoners on the island. Secondly, we DO maintain a presence on the island, however, the Ocian government is not at liberty to discuss in detail the size or purpose of our presence there. Thirdly, we were not cowering in Directrus, we were attending a conference to discuss the possibility of placing a strengthened naval presence in the sea around the Uantir fleet at Blore Heath.
Use discretion if you wish to avoid confrontation with the Ocian Military, as we have done nothing but grow stronger since we beat the Ashkenatzi's out of our motherland, and we continue to train and prepare for the Mother of all Battles yet to come.

I would simply like to echo the statements of the Chairman of the Ocian National Defence Commission, Generalissimo Radchenko in saying that Victoria and its other fascist sympathizing collaborators should act with the greatest discretion if it is their intention to maintain a peaceful environment in the region. Judging by the unnecessary offensive rhetoric directed towards the leadership of the Ocian Federation in Victoria’s highly melodramatic statements, it can be seen clearly that the tone of Victoria is not one of peace, but a tone of ostentatious and frankly unnecessary aggression. Furthermore, The Government of the Ocian Federation does hereby expel the foreign delegations of Uantir and Victoria from the Federation until they can find a peaceful and more respectful tone to hold correspondence with and so that we may deprive them of a stage to display their ridiculous show on.
